Narcan Request - FR-CARA

First Responders - Comprehensive Addiction & Recovery Act
(FR-CARA)


OVERVIEW

In 2019, the Kentucky Department for Public Health (KDPH) was awarded the First Responders - Comprehensive Addiction and Recovery Act (FR-CARA) Grant by The Substance Abuse and Mental Health Services Administration (SAMHSA). The goal of the FR-CARA Grant in Kentucky is to expand NARCAN® (naloxone) Nasal Spray training and dispensing for first responders throughout rural Appalachian counties and to increase awareness for ongoing harm reduction activities and personal safety measures for opioid exposures. To effectively implement this program, KDPH has formed partnerships with the Kentucky Pharmacists Association (KPhA), Kentucky Fire Commission, Kentucky Board of Emergency Medical Services (KBEMS) and local health departments (LHD). The project period for the FR-CARA Grant is from 09/30/2019- 09/29/2023.
 

ELIGIBLE AGENCIES

Currently, the FR-CARA Grant applies to the following types of agencies:
  • Emergency Medical Services (EMS)
  • Fire Departments
  • Law Enforcement Agencies 
NOTE: Additional agencies may be eligible in the future as the program evolves over the next three years.

TRAINING

To receive NARCAN® Nasal Spray through FR-CARA, all first responders from requesting agencies must be trained to administer the drug.  Training focuses on recognizing/responding to an overdose, basic tenets of addiction, opioid exposures, roles of treatment, and harm reduction programs.  An instructor led class offering first responder training credits is available through the Kentucky Fire Commission and online through KBEMS.  Training can be requested by submitting the NARCAN® Request Form in the section below.

REQUESTING NARCAN® NASAL SPRAY

First responder agencies can request NARCAN® by utilizing the following process:

  • Step 1: Click the following link  to access the NARCAN® Request Form.

  • Step 2: Fill out the FR-CARA NARCAN® Request Form completely and be sure to indicate if training is being requested.

  • Step 3: KDPH personnel will review the request and forward to KPhA for dispensing.

  • Step 4: Approved requests will be shipped to the requesting agency.

REPORTING NARCAN® USAGE

Agencies that receive NARCAN® through the FR-CARA Grant must adhere to reporting requirements to support the program's goals, objectives and continued funding. Agencies will report NARCAN® usage by following agency-specific protocols AND by completing the NARCAN® Data Collection Form using the following link or by emailing a written report to KY.FR-CARA@ky.gov
